Halo Management (Haloprop) manage over 100 sectional title and homeowner association complexes in the Pietermaritzburg and Midlands area. Our portfolio includes residential, office, retail and industrial developments.We pride ourselves on being able to provide a hands-on approach to our management and work closely with the Trustees to ensure the financial stability of the Body Corporate. We give a brief summary hereunder of the services and fees included in our management. A more detailed list of services and responsibilities is included in Managing Agent contract.
Monthly levy statements will be sent out to all owners. Should any accounts be in arrears we will take all necessary steps to recover the debt at the approval of the Trustees. We would recommend the best and most efficient procedure for the collection of the arrears to the Trustees. We consider the collection of levies an important part of the management of a Body Corporate as it has a significant impact on the Body Corporate and the value of the property and therefore we give special attention to this aspect of the management.
We will assist in the arrangement of all services required by the complex eg. Garden service, general maintenance and repairs etc. and the payment of all accounts. We will ensure that the best possible rates are achieved for services provided including insurance, bank charges etc. Monthly books of accounts will be drawn up and prepared each year for the audit.
We will also prepare a basic ten year plan and budget for the complex (both administrative and reserve budgets), and supply an expenditure vs. budget report to the Trustees on the financial position of the Body Corporate on a monthly basis. We are always available to offer expertise and advice on Body Corporate matters and will guide and assist the Trustees on important matters.
We will also attend to all CSOS (Community Schemes Ombud Service) requirements and submit the required annual and quarterly returns as per our schedule of fees detailed in our contract.
We are also proud to advise that we are a member of the National Association of Managing Agents (NAMA) and that one of our staff sits on the committee for the Kwa Zulu Natal region. All members of this Association are bound by a Code of Conduct and the Association is designed to protect the interests of sectional title owners. It is a requirement of NAMA and Prescribed Management Rule 28 that a contract be entered into between managing agents and the Body Corporate.
We have five portfolio managers, of which one will be assigned to your body corporate. Our staff members have also completed courses in Sectional Title Scheme Management and have obtained certificates issued by either the University of Cape Town or Tertius Maree Associates in this regard.
Halo Management is a registered estate agency with the EAAB (Estate Agency Affairs Board). We therefore run a Trust Account in terms of Section 32 (1) of the Estate Agency Affairs Act. The Trust Account is audited annually and the audit report is submitted to the EAAB by the auditors. By using a Trust Account for the receipting of levies, the fidelity fund of the EAAB covers the Body Corporate against any fraudulent transactions.
